Comment:
If true, while it is all well and good to identify
a brain chemical associated with a behavior disorder, it is at least equally
important to figure out why that brain chemical exists in the brains of those
with the disorder. If there is an external/environmental cause, i.e.,
something that can be avoided, determining what that is should be of paramount
concern.

with disability at risk of victimisation - Sunday Herald, UK - "Children who suffer from conditions such as autism or attention deficit hyperactivity
disorder (ADHD) could be wrongly caught up in the criminal justice system as a
result of the Scottish Executives Anti-social Behaviour Bill...According to the
proposed law, anti-social behaviour is anything that is likely to result in the
alarm or distress of a third party, but the campaigners warn that certain
repetitive or unusual behaviour by children with autism or ADHD could be
misinterpreted to mean exactly this."

symmetry of schizophrenia - (requires registration) - BioMedNet Magazine -
High-resolution mapping of brain areas that are altered in schizophrenia has
highlighted regions associated with language and personality. The results lend
support to a theory that schizophrenia might be the evolutionary price we pay
for language.

considers tax raise - The News-Gazette - "The Champaign County Board is
expected to decide later this month whether to put a proposal on the November
ballot to enact a countywide tax of up to 10 cents per $100 of assessed
valuation to provide services for the county's 1,700 developmentally disabled
residents."
Comment: This sort of thing can be
expected to become commonplace given the burgeoning disabled population.

Disorder -
Brain scan of boy with hyperplexia provides new
insight - HealthDayNews via Dr. Koop - "The first use of
functional magnetic resonance imaging (fMRI) to study the brain of a boy with a
rare disorder called hyperlexia is described in a Georgetown University study in
the new issue of Neuron...The case study of a single child revealed the
neural mechanisms that underlie hyperlexia. The findings suggest hyperlexia is
the true opposite of the reading disability dyslexia."

giving the family eligibility for Medicaid, DiMartino said she said her family
would essentially be broke..."We want our son to be with us forever," she said
as tears welled up in her eyes. 'I want to take care of my son. It would be very
hard to do without the safety net of the Katie Beckett waiver.'...However,
budget cuts at the state Department of Health and Human Services may jeopardize
the current eligibility requirements, leaving many families without access to
Medicaid."

- Discipline leading to lawsuits - The Houston Chronicle - "The
Herzogs and Spring Branch officials will not discuss the lawsuit, but advocacy
groups say such incidents indicate a disturbing attitude by many school
administrators toward behaviorally disabled children...They say some
administrators use school police to dodge the time-consuming processes dictated
by the federal Individuals with Disabilities Education Act, which requires
specially trained teachers and a separate program for each disabled
child...'This is a major problem,' said Richard Lavallo, attorney in the Austin
office of Advocacy Inc., which Congress created to protect the legal rights of
the disabled."

Expanded testing of infants pays off - Chicago Tribune - "Had Noah
O'Connell been born four months earlier, his brain probably would have begun to
disintegrate from a genetic defect that turned food into poisonous wastes...But
he was spared mental retardation and possibly early death because of Illinois'
recently expanded newborn screening program that picked up his disorder in time
for him to be put on a brain-saving diet."
